The Nation of Angels and Phoenixes

I believe it is the time to reveal more about the place where Kayle (and Morgana used to) belongs to (where I call Descinia by myself). To begin, I would like to suggest a few information about Descinia.

I will leave the decision of whether this place belongs to which part of Valoran. My initial suggestion is mainly concentrating on the two inhabited races.

There are fire phoenix and angel who live in Descinia. Angel is the main force to operate the nation. Meanwhile Phoenix is the ancestry of angel, thus they receive high respect in the nation. Fire phoenix is the magically powerful creature that can transform into human form.

Descinian are aware among themselves of the mission to protect Valoran. Although they deny to stand in fights between human forces, they are with human side to battle against overwhelming forces such as Void and Black Mist.

Liam – Commander of the Might

Finally, I would like to recommend Liam – Commander of the Legion of Phoenix, and fiancé of Kayle Kayle. Liam has battled in hundreds of combats against the bad with the Might – an oversized sword awarded to him and his massive power.

Health:543 (+85 per level)

Attack Damage:60 (+3.2 per level)

Attack Speed:0.65 (+2.2% per level)

Movement Speed: 345

Health Regen:6.5 (+0.75 per level)

Armor:30 (+3.5 per level)

Magic Resist:30 (+1.25 per level)

Abilities

P: After 4 seconds of non-taking damage, Liam flies and gains 2-36% movement speed (basing on his level).

In addition, Liam permanently gains points of Glory for each kill and assist he takes. Glory points support Liam's Q and basic attacks as bonus true damage.

Q: (Range: 675). Charges two powerful aspects of the Might to an enemy champion, dealing magical damage and laying a Mark existed for 7 seconds. The Mark also causes them to be seen in active time.

W: (Range: 350/375/400/425/450). Liam absorbs the energy around and of enemies to create a shield. Enemies with their backs turned to Liam have their Movement Speed reduced.

E: (Range: 575). Dashes forward, dealing physical damage to enemies and leaves an Aspect behind. After a while, the Aspect dashes to Liam, dealing magical damage to enemies and causing the first and the Marked enemy champion to be stunned. Increasing stunning duration on the Marked enemy if they are also the first enemy champion to be hit by dashing aspect.

R: (Range: 400). Liam uses his wings to charge energy and unleash a blast in front of him, dealing magical damage per second and causing enemies to be unable to move, attack or use damaging spells in 3s. The blast of energy explodes at the end, dealing magical damage to the enemies.

I was keen on this concept because Liam would have been the very first male angel. I am truly looking forward to see him in the League.

all this is my opinion.

First, Lore, I think maybe make him a smarmy git in an arranged marriage to Kayle, and second in command of that legion due to nepotism and power, the smarmy git would probably be more interesting character because we have many exemplars of justice already in Garen, Kayle herself, and Jarvan 4 (pretty much any Demacian) and it kinda feels off just to insert a couple, when we already have one, as well as changing Kayle's direction from her sister.

Kit: It doesn't have much synergy, when making a kit you have got to consider what you are trying to create and how it works with each other ability, Is he an attack speed champ, is he burst, is he mage

here is my feedback for each individual ability and how I would add synergy

Passive: the first part seems OK I'd call it 40% (13% + 1.5% per level including 1st). (I would also have it fall off after 1 second of being damaged)

the second part, seems a bit off. maybe make it first Basic after flying deals additional true damage and marking them. (call it Descending justice :))

Q: I would make it one aspect . But if it hits a marked champion it deals extra damage (25% or something)

W: Assuming he is a attack speed champ, probably an AP attack speed. I would give him an attack speed steroid while his shield is up, maybe every time he hits a champion it gives a +50 to the shield for the duration, a marked champ is slowed while moving away, maybe a 4 second duration total.

E: maybe make it a 400 dash which doubles when flying and if you hit a champion, it positions you on the other side of them, and if you hit them with the aspect from this ability it marks them, (if they are already marked they are stunned. just like yours)

R: just like your except it blinds and deafens them (silence) for 2 seconds and marks them.
