[CWC] Master Oogway, the Grand Master of Kung Fu
Intro
I’ve created many concepts (posted or not) but this is the first time I bring one to a contest. I hope this idea would be considered (by community first). I’m always happy to receive your thoughts and comments. Be pleased.
About Master Oogway

Until he approached China, he decided to live there and later invented Kung Fu – a way to protect the soft and weak from the hard and strong. He has been considering as the greatest master of Tai Chi and the soft form of Kung Fu. It could be said he fights without fighting. The spirit of Tai Chi not only defines Oogway's movement, but also his personality (DreamWorks Animation). He is highly venerated for his wisdom, knowledge, and experience by many so as they consider him to be a sage. He also has a great sense of humor sometime with contrast to his old student, Master Shifu. He was seen to possess the ability to foresee the future (which I wouldn't let it be here), too.
I'd better not put a lot words on because (maybe) everyone knows and loves him. We've never had a tortoise in the League so I believe many would like him to be there.

Inspirations of Kit
Chinese inner alchemy (Neidanshu, 內丹术) was produce to help the enforcers staying healthy and living a long life without using medicine. People who learn the soft forms of Kung Fu, especially Tai Chi Chuan, have to practice Inner Alchemy along with learning martial art. Therefore, a grand master of Tai Chi like Oogway must be an expert of this technique. Beside he was taught to control Chi so he can heal himself. I chose Inner Peace for his Passive because in the beginning of Kung Fu Panda 3, he was practicing this technique by saying “Inner Peace”.

He slapped Kai with the symbol 氣 (qi) but Kai was too strong for being stunned or damaged. To brought this ability in game I thought Slow is good enough because I like him to possess a distinct style better (far from Yasuo’s style, flexible himself) – Master (Control) the enemy (like Lee Sin usually says).
His W’s Passive reminds of the time he fought along side Kai. He has his own style, not much depending on Tai Chi – definitive and decisive one. The Active is notorious for Tai Chi Chuan. I was about to combine it with Appears Closed but to use Master Oogway's Innate I decided to make it a cast ability.

It can be referred to the last ability Master Oogway used against Kai in Kung Fu Panda 3. Master Oogway created a vast Yin & Yang symbol to parry incoming Kai but the villain’s strength was overwhelming. The shield had broken into an enormous explosion before the old master defeated.
Ultimate Grasp Sparrow's Tail (Lan Que Wei, 揽雀尾) is the most famous form of Tai Chi Chuan. This skill requires the users to Ward Off, Rollback, Press, and Push for a full progress. However, it would take too long for a single skill to include up to 4 steps. Because the time in a combat is expeditious, I made it expeditious.

Abilities
**Innate: Inner Peace **
Using abilities restores 20% Mana cost into Health.
Idling out of combat restores 1% total Health and 2% total Mana every second.
Q: Unleash Chi
Fires Chi symbol (氣, qi) forward, dealing 80/115/150/185/220 (+75% AP) magic damage to all units it pierces through. This ability adds Chi (氣) mark to enemy champions for 2.5s.
Chi (氣) mark: Being slowed by decaying 40/45/50/55/60% Movement Speed.
Range: 650 Cost: 60/65/70/75/80 Mana Cooldown: 11/10/9/8/7s
W: Oogway’s Style
Passive: Oogway’s basic attacks form combo of 4 (total 3 stacks). The full combo contains Hit – Hit – Push/Kick – Smash.
At 2 stacks, he gains bonus 25 range and pushes (or kicks with his foot) the target away with his hand holding the staff for the next attack.
At 3 stacks, he gains additional 150 range for the next attack and smashes the ground underneath the target with his staff. Deals equal damage to all enemies hit.
His fourth attack (Smash) immediately refreshes Cooldown of Appears Closed.
Range of the third attack: 200 unit Pushing Distance of the third attack: 100 unit Range of the fourth attack: 350 unit Waiting time: 3s Bonus damage per stack: 25/30/35/40/45 (+10% additional AD) (+15% AP)
Active: Strikes in a direction, dealing 45/60/75/90/105 (+50% additional AD) physical damage to all units hit. If this ability hits an enemy champion, Oogway stops and throws them toward his back side.

E: Appears Closed
Dashes forward with a Yin Yang shield, parrying incoming damage from heading direction until he collides with an enemy champion. Also deals 20/40/60/80/100 (+25% additional AD) (+25% AP) physical damage to all units he passes through. If he hits at least one unit (including ally) before the dashing duration ends the shield detonates, dealing 20/40/60/80/100 (+25% additional AD) (+50% AP) magic damage.

**R: Grasp Sparrow's Tail **
First Cast: Pulls an enemy champion within the Chi (氣) mark close to him, dealing 100/150/200 (+25% additional AD) (+50% AP) physical damage when they collide with and re-adds Chi (氣) mark on them for the next 4s.
Range: 525 unit Cost: 80/90/100 Mana Remaining Time: 4s
Second Cast: Pushes the enemy champion away, causing them to take 200/250/300 (+75% additional AD) (+25% target’s missing Health) physical damage at the end of the glide.
*The Second Cast works only on the enemy contacts with the First Cast. *
