[Passive]: Blade Runner Effect: After using an ability, as well as during the ability cast, you take 40% reduced damage from all sources for 0.75 seconds. Your movement speed increases by 30% for 2 seconds after successfully using an ability. Each successful ability cast reduces all your other cooldowns by 1 second. Your abilities can be Comboed with your other abilities by using them consecutively, incurring bonus effects. Any Cooldown Reduction you build will instead be converted into Armor Penetration, at a rate of 1 armpen per 1% Cooldown Reduction.

[Q]: Resolute Strike Cost: 50/45/40/35/30 Energy Static Cooldown: 4 seconds Range: 250 Active: Deal 20/40/60/80/100 (+80% AD) physical damage in a line in front of you and is treated as a basic attack (Critically strikes, applies on-hit effects).

[E]: Seek. Locate. Destroy. Cost: 100 Energy Static Cooldown: 13 seconds Range: 450 Passive: After using 3 abilities, the cooldowns of all of your abilities is reduced by 2 seconds.

Active: Dash a fixed distance in the target direction, dealing 25/35/45/55/65 (+30% Bonus AD) physical damage to all enemies you pass through after a 0.5 second delay. If you hit an enemy with this ability, after 0.75 seconds, you can recast it any time within 6 seconds without incurring any cost and will regain 60 Energy. You can recast this ability up to twice, for a total of 3 dashes, 75/105/135/165/195 (+90% Bonus AD) physical damage, and 180 Energy restored. Each dash counts as an ability use.

Combo: **[Q]: ** You deal 40/60/80/100/120 (+20% AD) bonus physical damage after the initial damage is dealt.

Combo: **[W]: ** You knock back all enemies dashed through a certain distance, pulling them with you as you dash

Combo: **[Ult]: ** You deal 75/105/135/165/195 (+90% Bonus AD) physical damage to the target and dash through them, instantly restoring 100 Energy and refreshing the dash timer.

[Ult]: Dragon Strike Cost: None Cooldown: 100/80/60 seconds Range: 250 Active: Reset all your cooldowns, become untargetable for 0.4 seconds, and stun the target enemy for 0.5 second. You deal 60/100/140 (+45% Bonus AD) physical damage to the target and then 60/100/140 (+45% Bonus AD) magic damage to the target.

Lore: After the failure of the PROJECT experiment and the escape of all of the test subjects, Ionia began research on a modified version of the technology used in the experiment. After years of unending tests, the researchers finally were able to recreate the equipment of PROJECT: Yi. Countless civilians were taken in unknowingly, each stripped of their humanity and subjected to horrible, unspeakable experiments until they eventually fused with the machines, body, mind, and soul. Only one of these humans survived. The fourth test subject. Now, sent on a mission to retrieve the rogue PROJECT units and armed with upgraded versions of the equipment installed into the PROJECT units so many years ago, the Fourth Blade will stop at nothing to find and bring back his brethren.

Concept: Shijian was conceived as a slippery, combo-based fighter-assassin, similar to Riven in some ways. Though none of his attacks deal any outstanding damage on their own, his ability to combo together attacks to have unique effects is what turns him into a powerful duelist. By spacing out his abilities, he's able to guarantee that as one ability is being put on cooldown, another is coming off cooldown. His ultimate, though not outstanding by itself, is the lynchpin in his combo, giving him an ability to use to reset his cooldowns and can begin another combo by altering his basic abilities. Due to the large amount of energy restored by his E, he can stay in fights for much longer than many other fighters and is deceptively difficult to kill thanks to the damage reduction provided by his passive. As long as he can continue using his abilities and continue dodging crowd control, he will be near-impossible to lock down and kill. That said, however, he is countered by hard crowd control. Due to his mediocre health, low base armor and MR, and his inability to use his abilities for the damage reduction while crowd controlled will make him an easy kill. His base damages are only mediocre and he relies heavily on his scalings, making a tanky build on him rather difficult to use. He is best used as a top-lane fighter, mid-lane assassin, or jungler. His first couple of camps as a jungler may be difficult, as he relies on all of his abilities in order to keep up his damage reduction in his passive. However, he does hit a massive powerspike at level 3 due to him getting all of his abilities and could perform an early invade, being able to outduel many champions. As a midlaner, he will have a much more difficult time as he has no ranged ability to harass or CS with and will be out-bursted by other assassins. In teamfights, he and a certain other dash-happy bladesmith Yasuo work well together, running around a teamfight and dealing constant damage, with Shijian's AoE knockup being perfect for setting up a quick ult from our favorite little anime character. Otherwise, Shijian may struggle a bit unless his mechanics are perfect, because of his squishy nature and reliance on ability casts for any form of sustain. However, if he is able to dodge CC and time his abilities well, he will become an unstoppable menace that is jam-packed with a can of whoop-ass for anyone not smart enough to ban him.

Sooo, yas with free armour pen 2 reliable cc's, invulnerability, energy, and the ability to combo for dumb dmg?

This is a really interesting concept, and all of the abilities seem pretty interesting. One criticism I have is the passive does way too much, it would likely be best to reduce it to one or two of the effects rather that all five. I personally like the combo ability, my choice would be that and/or the movement speed (but slightly reduced). I like the active abilities, they seem fine conceptually (no idea about the numbers), but that passive really is crazy.

Great concept overall, have my upvote.
