Been awhile since i made a concept. hope it's up to par. Art work not mine but a basis for her look.

Class: assassin/support

Lore: Being an heiress to a wealthy family of bureaucrats, Asil passed her time with the finer things in life, beautiful clothes, art, music, dancing, and most of all art. She favored paintings and sketches over all other forms of mediums. At the age of 16 she began to study under Ionia's renowned master of the arts. Her father had bribed him well, and kept his purse very sated.

For year Asil learned and developed her techniques. Late in the summer, of her 6th year with her teacher, a civil war broke out in the nation. Fearing for her, that she may fall casualty to barbarians of the opposing side, her father collected her and the rest of his family and fled to their winter castle high in the mountains. The war lasted for 3 years before the war ended, and with it a new emperor. He was an odd, and old fashioned military general, know for his hatred of anything that wasn't set to form and order. He banned all music and forms of art. He decreed that anyone caught participating in such acts will be executed for treason against his dynasty.

Not settling for his demands, Asil turned away from her family and lavish lifestyle to follow her heart, and her artistic ways. She boarded a trade ship the led her to various regions across her journey. Until she came to a nation she felt at home, as soon as her feet hit the stone like walkways of Demacia. Here she opened up a gallery to display and sell her artwork, with the little money she had left after leaving the wealth and influence of her family. After a few years she became the most well known artist in the city-state. and was offered an opportunity of major financial promise. The high officials of the nation's military wanted a detailed visual of the wars that happen on the battlefields of the Rift. She would be set for life and all she had to do was what she knew best.

She agreed. But once she started painting and sketching to immense fights and brawls that took place a darkness filled her soul and the lust for fighting consumed her life. She sold her gallery and joined the forces of demacia to fight off their enemies. A Young mage trained Asil how to harness her soul's desires and power and channel it into physical magic, and being an artist, Ink was her weapon.

Abilities:

Passive: {{summoner:17}} Ink enlightenment - After the use of 5 spells, Asil stores an Ink-soul totem. These totems acted as movement wards. They are placed at a location by double left clicking. When an Allied champion or Asil gets within 15 range of a Ink-soul totem, it boost their movement speed by 15% for 3 seconds. Asil can only have 2 Ink-Soul Totems down at once.

item 3599 Ink Pulse Arrow - whips around magi ink to form a bow and arrow out of thin air. She will let go of the arrow after left click or if held for 3 seconds. 55/75/95/115/125 (+55 Ap). (Note: cool down is applied after the 3 second charge finishes.) Mana: 80/70/60/40 Range: 925 Cooldown: 12/11/10/9/8

item 3041 Ink Rune Circle - Asil draws an enchanted rune circle on the ground, any enemy that walks into the circle is hypnotized into inflicting grievous wounds upon themselves. 20/25/30/35/40 true damage every second for 6 seconds. Rune circle is 400 in diameter and last for 6 seconds. mana: 115/110/105/100/95 Range: 650 Cooldown: 22/20/18/16/14

item 3113 Ink Ghost Tether/Ink Shadow - (Active)Asil whips ink in a line, if it touches an enemy champion, it latches on to them slowing them by 5/15/25/35/45% for 3 seconds. Passive - If Asil is behind an enemy who is in her Ink Rune Circle, her next ability on that champion does 5/10/15/30/60 additional magic damage. (Note: Passive will reset after 2 seconds of the ability used on target.) Mana: 90/80/70/60 Range: 725 Cooldown:12/11/10/9/8

summoner 1 Masterpiece of War - Asil draws forth a powerful surge of emotions from deep within her soul, combining it with her magi -ink, to create a phoenix made of emotion-infused ink. This phoenix barrages her target dealing 170/280/390 magic damage (+45% ap). Mana: 100 Range: 815 Cooldown: 100/90/80

Her skills seem really all over the place. It's also very strange that her mana costs decrease with each level. Her Q, for example will only be usable 4 times at level 1 before her mana is exhausted - and it's the cheapest skill in her kit.

Her passive is pretty cool, but 3 seconds of 40-50 bonus movement speed in 4 different spots in your lane is a bit much. I like the idea of having lots of ink links, though - maybe heavily tone down the effects (especially early game), but give it some kind of link-y effect when you've got more than one down at the same time within a certain range of one another? Perhaps the ability to, say, shoot an ability through the links for some additional range?

Ink Pulse Arrow seems similar to Varus' Q. You say it increases your crit chance. What does that mean? Can it crit? Or are you just getting crit chance buffs passively?

Ink Rune Circle seems a bit overtuned. If someone steps out of the circle, it shouldn't keep hurting them for 6 seconds, y'know? :P Let people escape the damage.

Ink Ghost Tether I Genuinely like this move, because of the passive. Slowing enemies and engaging makes it more likely for them to turn around. In doing so, you trigger the mark and do a little more. It's a cool combo-based ability.

It's my opinion that you should tie it to the tether, though - and not the Ink Rune Circle. Hit with the Tether, follow up with the circle on the slow zone and it'll proc if they turn away from you. You don't need to be getting extra damage mark damage with an ability that already does true damage.
