Just make a skin group release giving all of the champions with barely any skins new ones. Riot seems to think that things need to be released with a theme, but I doubt that people would complain if they just created skins for champions in need of them.

There's a reason K6 doesn't have many skins.
His skins take a LONG time. There might be two in the works rn for all we know.
Think about it this way. With your Baseline champion...let's say Teemo, for Satan's sakes, The skin team has to make the model, and remake particles, at the very least. There's occasionally (Astronaut Teemo) Animation differences, Voiceover changes, and any number of interactions that have to be worked with.
Now, look at Bugbutt.
He needs a Base model, 1 new model for each different singular upgrade, and another for each COMBINATION of upgrades. That's a lot of time, effort, and painstaking bugtesting. Not to mention particles, Voices, etc.
Patience.
