Lore: One day, in the then-thriving city of Urtistan, Zilean was locked in his clocktower performing experiments on the observation and manipulation of other timelines. After successfully opening a gate to another timeline for the first time, Zilean was exited, and decided on a whim to attempt summoning magic through the gate.

The result was noteworthy.

The creature summoned appeared to be human... nearly.

Six feet tall, humanoid, hairless, with gray skin and shining white eyes.

The creature was confused, and asked what was going on. Zilean quickly performed an observation spell through the gate, scanning the Past, present, of future of the world. He cursed himself for not looking first.

What he saw was an alternate timeline of Runeterra, in which humanity had harnessed magic far earlier. The land was ravaged, the people imbued with arcane energies, and the nations breaking down in an approaching final Rune War. Zilean had pulled a key individual from the timeline, a leader named Tul, who would have stopped the war from occurring. By summoning him, Zilean had changed the future of the other world for the worse, sealing its fate and dooming it to destruction by its own magic.

Tul grew impatient waiting for a response from Zilean, so he looked into the Chronokeepers mind. He was displeased.

_Enraged at the destruction Zilean had caused in his timeline, Tul let out a burst of power and demanded that he be sent back. Zilean agreed to do so, but the immense power radiating from Tul caused the gate Zilean opened to shut. _

The room fell into a dead silence, as Zilean repeated the procedure to open the gate once more, though it proved fruitless. Out of the infinite timelines in existance, the odds of randomly opening a gate to the same one twice are astronomical, and the practice of manipulating other timelines was not yet understood, so Zilean could not yet open the gate to a timeline of his choosing.

_Tul once again instantly understood what had occurred by reading the mind of Zilean, and was furious at the Old man for dooming his home. Tul dispersed into magic energy, and left the Clock tower. _

Wandering around Valoran, he heard of the mages known as Summoners, and seeked out a corrupt group. In exchange for a portion of Tul's otherworldly knowledge, they were told to travel to Urtistan and destroy Zilean's home city of Urtistan.

_While the summoners pillaged and destroyed the Magnificent city, Tul approached the clock tower, and read the mind of the preoccupied Chronokeeper, learning the arcane art of time magic from him. _

Ever since that day, Tul has been secluded in the Tempest flats, attempting to open gates to his timeline, to no avail.

After hundreds of years of isolation, he had made no progress, but the disruption his extensive magic caused called the attention of Bard and several Summoners of the league, who asked Tul to join the League of Legends. Tul was uninterested, until he read the minds of the Summoners.

_Zilean was there. _

The man who ruined his life.

Passive: Arcane eyes All enemy champions have any burned cooldowns (Abilities, items, summoner spells) Displayed above their heads for all of Tul's allies to see.

Q: Magi Blood no cooldown, no cost passive: If magic damage, a spell cast, or a mana expendature occurs near Tul, the remaining cooldowns of his abilities are reduced by 0.1/0.15/0.2/0.25/0.3 seconds and he gains 1 stack of Magi blood for 8 seconds, stacking 5 times. Each stack causes him to take 1/1.5/2/2.5/3% reduced physical and magic damage (does not reduce turret damage), as well as deal 4/8/12/16/20 (+.05 AP) bonus magic damage onhit with his basic attacks. This deals 50% bonus damage to monsters and heals him for half the amount when used versus monsters.

W: Temporal distortion 60 mana, 6 second cooldown After a 1 second delay, deal 80/110/140/170/200 (+.4 AP) magic damage to all enemies in a target area (450 radius, 1100 cast range). The area is marked for 4 seconds, causing allies within it to gain 20/25/30/35/40% movement and attack speed, while enemies within it have their attack and movement speeds slowed by the same amount. If more enemy champions are in the affected area than allies at the time of the damage, enemies struck are additionally stunned for 1 second. Non-epic Monsters, minions, and pets are always stunned.

E: Arcane ruin 70 mana, 20/19/18/17/16 second cooldown Mark a target enemy for 6 seconds (750 range). You may reactivate Arcane ruin again to blink to the target, consuming the mark and dealing 100/120/140/160/180 (+.3 AP)(+.3 Targets AP) magic damage. If the damage from the enemy AP ratio exceeds the base damage, their magic damage output is reduced by 15% for 3 seconds. If not, their physical damage output is reduced by 15%.

R: Temporal Gate 100 mana, 60 second cooldown after the gates are destoryed 1st cast: Tul opens a gate at a target location (600 range). 2nd cast: Tul places a second gate at a target location (600 range). Allies and enemies may pass through either gate to travel to the other one, though enemies take 100/175/250 (+.7 AP) magic damage when they pass through. Allies are healed for half that amount, but may only be healed once per cast of Temporal Gate. Any one champion may only pass through the gate three times. 3rd cast: Destroy both gates.

Gates have 1000/1500/2000 health, 150 armor, and 150 magic resist. They may only be targeted by basic attacks, are unaffected by lifesteal/spellvamp. If one gate is destroyed, the other one is as well. Gates are invisible to enemies until they are first used.

I love how you put the time to craft a lore! I make champion concepts from time to time as well. Lately I have been doing them daily. I did one on a board discussion just above this one. Check it out and see how ya feel? I dig the whole concept you have. My only question is about the gates, are these like bards mystical journey? If so it seems sorta op that they would do damage. Maybe just passing through inflict grievous wounds for 5 seconds for enemies.

I like the concept, and it seems you are going for a very Juggernaut feel with this guy. Since you have a blink I like the difficulty of landing CC because it would be really overpowered if it was easy. Another thing I like is the fact that your ult can technically be cross map, or at least I assume, since you could make the first cast, then make the second after walking all the way across the map. I would like to know if the gate is instant or not. One thing I would like to see changed is switching the Q and the Passive. Currently your Q seems a little strong, even if it is only passive based, because he gets a bunch of stats and can proc it himself easily. You could tone it down, maybe take out the bonus damage and move it to his passive. Then with the Arcane Eye you could make it an activatable ability that allows him to deal on hit damage and heal vs. monsters that has a passive of seeing cooldowns. Just some suggestions, still think the concept is cool. Maybe I am not understanding anything and these comments are worthless to you :D
