@KateyKhaos, could you explain to me about the skins that are going to become Legacy ?

I saw the post on the skins that are coming back for a while and the ones that are going to become legacy, and I just wanted to know; Why are skins that are being classified as legacy, some are from champs that barely have skins ? Karma now has 2 skins and she has been around since 2011. Jax now only has 2 skins being that he has 8 skins, so 6 of them will be unavailable and he has been around since the BETA. Will these champs ever get anything back ?
