Basically, it's passive would give you 15 mana regen per 5 seconds, 450 mana. It's unique passive would increase your cast range by 25% percent.

Have not really thought of the recipe or cost of it.

That would be totally broken, think a cassiopeia with that item. Increased cast range on her e and her r >_> or even think of like a poppy e cast range increase, stun ya from a mile away

I think there should be a few exceptions to this item's passive. For example it could not apply to ultimates as it would make Lux and Taliyah too powerful. And dashes, they should also be left out because champs like Yasuo already have enough mobility. Although it's a good starting idea.
