Banner of Command [REWORK]

#CONCEPT Make BoC an item that could serve as a substitute to Zhonya's Hourglass, but be a bit more defensive in the stats it gives, and make the active more fair for the enemy to deal with (no % damage reduction). Other purpose is to make BoC a decision choice in case you want to be more of a lane pusher instead of a damage dealer. Numbers are open for discussion to change them accordingly

##REWORK Banner of Demacia {Cost: 2500} + ##Stats 55 AP 75 Armor 125% Base Health Regen PASSIVE: UNIQUE – POINT RUNNER: Builds up to 20% bonus movement speed over 2 seconds while near ally turrets, fallen turrets and Flag Bearers. ACTIVE: UNIQUE – PROMOTE: Promote an ally siege minion to a Flag Bearer minion; these minions have the same health as a siege minion, however, these minions cannot attack. Flag Bearers grant a 1000 range aura that gives 50 armor and magic resistance, 20% bonus movement speed, and 20% increased damage to turrets, to all minions within its range. (excluding champion created minions and super minions) Only one minion can be promoted on the team at any time (1200 range) (150 second cooldown). Meant to prevent Banner stacking
