Broken is not mutually exclusive with sucking, it just helps to illustrate the point better if they don't suck. Broken is used to imply it can't be fixed in its current state, and will forever be a complete nightmare to balance while being a piece of garbage simply means you're on the lower end of the power spectrum. A champion can be both broken and a piece of garbage.

Now as to whether Katarina is broken or not is something I have not come to say: only to clarify the above point.

There was a robotic skin for katarina before all the rest projects but they canceled it and said she isnt for that direction

This looks entirely different than the orientation of the project skins.

The project skins are futuristic and can fit well to champions who have unnaturally powerful abilities for the real world ( master yi's alpha strike, zed's clones, katarina's E and ultimate e.t.c ).

This one looks more like a heavy and durable slow moving warrior, which is absolutely not what project skins represent so far.

Yes, a project Katarina actually fills her thematic very well! Maybe even better than the default skin, because it makes no sense for a warrior to teleport around and throw knifes faster than a MasterYi item 3931 deletes his enemy.
