Voice chat

As much as voice chat scares me for the amount of toxicity and shout matches it will create, it is absolutely necessary to make dynamic queue work. It is also in line with riots stance that they want to make lol more competitive and team based. On the other hand I would much prefer to have solo queue back and pretend nothing changed at all and we wouldn't need a toxic voice chat to make the game playable.
