So, rusty blitz was removed due to such low quality, since visual updates give new particle effects, would it be feasible to expect rusty blitz to have rust particles full off when he uses his abilities? Or would it be re-purposed into a new skin ala human ryze(young ryze), something like "Ancient Blitzcrank" or something?
Well Rusty still exists, and the only way it would probably come back into existance is either Hextech crafting, Mystery Gifting or if they do a change to Blitzcrank, which you shouldn't count on. He seems to be right where they want him, and honestly isn't broken in either way. He isn't too strong, and he isn't too weak.
So the most we can hope for is a rare chance to get him in some sort of dumb luck in Hextech or Mystery Gifts.
