She's supposed to represent The King of Camelot, Arthur Pendragon. And in some stories Arthur is said to be a woman in disguise. Kabuki masks and kiminos is the basic theme for the whole Blood Moon skinline and that doesn't seem like something Kayle would wear. She's too stuck up and manish to dress pretty like that.
Plus , there are five Blood Moon skins with Thresh and Elises. So there probably won't be more. They rarely go over 5 per skin line Akali, Shen, Kalista, Thresh, Elise.
