Champ with the best set of skins?

I want your opinion on which champion has the best set of skins a whole - considering both quantity of skins and koality of each. Top 3, top 5, top 10, etc., whatever you want. And if you want, drop which champ you want to see get a skin next.

Also, do you think skins can help you play better? Personally, I think it does. I don't think it actually improves your skills, that would be ridiculous. I only mean that playing with a really cool skin is fun and makes you enjoy the game more..and when you enjoy the game more, I think you'll tend to do better.

Also also, I would like to know your favorite skin (or at least some you really like).
