Is the new champ comng in 5.19 or 5.2?
I wanna know if I should start saving ip now (as it takes roughly a patch and a half to get a full 6300 ip) or if I'm allowed to buy a champ and then there'll be enough time to save up ip to get the new champ?

The teaser timing (combined with the World's Patch and a comment by Meddler a while ago) would imply 5.19
There is supposedly another champion in the making right now
Patch 5.2 was long time ago. Did you mean 5.20? (I know that it's the same thing. mathematicaly speaking, but RIOT logics...)
I would suspect September 15th to be the day the champ is revealed.

yeah just gonna save ip till either I can buy nocturne AND the new champ, or until the new champ gets revealed. Whichever comes first
5.19 is the most likely patch for that.
Currently there is this swirly icon that sometimes appears on your head when you spawn(it actually can also appear above the heads of 
ghosts),which is most likely a hint for the new champ just like 
had icons placed all over SR or you could hear 
s laugh in the river.
These teasers remained in the game for roughly one patch,before their respective champs were revealed.
So the meaning of this swirl is most likely going to be revealed once 5.18 is out,meaning that the next champ will be released in 5.19.
