Suggestion for Players Under Level 30

I have been helping my friend get into league and I have realized that the changes since I was under level 30 have not all been helpful to new players. I think that team builder should be available as soon as smite is unlocked due to new players often playing one or two specific roles and want to get good at them. Games are also often ruined by people not knowing how to call roles due to inexperience which I think they learn a little later once they are more experienced. Does anyone else think this is a good idea? I think this would be a good change for Riot.
