[Concept] Janna update

Passive: Tailwind If Janna continuously moves in the same general direction for at least 3 seconds (without taking damage or being CC'd), she will begin leaving a 550 unit wide tailwind behind her that enhances the movement speed of allies moving in the same direction (including herself as she leaves it) by 10%. Tailwind lasts 4.5 seconds. (Functionally similar to Kled's ultimate).

W: Zephyr 90 mana, 60 second CD. Janna sends her familiar flying clockwise in an arc to a target point within 2500/3000/3500/4000/4500 units before continuing that path on its way back to Janna, providing vision in a 450 radius of its flight path (including bushes). This vision lingers for 5 seconds. Zephyr moves at 300/350/400/450/500 units per second and will die if struck 3 times.

If Zephyr successfully returns to Janna, 90% of the spell's CD is refunded and Janna gains a flat speed boost equal to 3.5% the total distance Zephyr traveled, lasting 2.5 seconds.

E: Eye of the Storm

Janna conjures a storm at a target location. The storm takes 1.5 seconds to build up before raging for 3 seconds. The storm consists of a 250 radius "eye" surrounded by a 350 radius "storm". Enemy champions in the storm take 40/60/80/100/120 (+.2 AP) magic damage per second and are slowed by 8/10/12/14/16%. Allied champions in the eye receive shielding equal to the pre-mitigation damage dealt to champions and epic monsters by the storm. If multiple champions are being damaged by the storm, shielding is reduced by 50% for champions past the first.

Eye of the Storm can be cast directly on an allied champion, causing it to follow them as they move. If the ally in question uses a blink, dash, or teleport that carries them further than 300 units, they will shed the storm in doing so, leaving it on the ground behind them.
