New Champion: Arthur

This champion is a small child, like Annie, but he melee attacks. He is an inventor who can create robots. He can create 4 different robots with his four different abilities.

Q (A-Cannon): Arthur builds a small turret at the targeted location. They shoot lasers at nearby enemies, and can be destroyed with one auto attack. (Similar to H-28G Evolution Turret) W (A-Detonator): Arthur places a detonator at a target location. It can detonate when when an enemy walks in range, and deal magic damage, or he can detonate it himself if he destroys it, and it can heal him for a small amount. (Similar to Noxious Trap) E (A-Robot): Arthur builds a small robot that deals damage when spawned, and can melee enemy champions. (It can be destroyed in 3 auto attacks or it will detonate after 5 seconds) (Similar to Hallucinate) R (A-Suit): Andy builds a robotic suit that he jumps in, and he has increased movement speed, range, and Ability Power. His Cool-downs are reduced, and he will gain an additional health bar. He will have extra armor and magic resist during this time. Once this health bar has been expended, he will regain his original health bar.
