Literally everybody who hates black people is going to say nigger instead of nigga since nigga is reminiscent of how actual groups of black people speak and actual anti-blacks will not try to imitate anything of them. Nigga is mainly used in satirical/joking contexts while nigger is almost exclusively used as a racist context. No reason to ban nigga at all.
