Why can you up/down vote without even opening the topic?
Kind of odd if you ask me. I can downvote every topic on every board in 20 seconds without ever needing to even give the illusion that I'm actually reading what I'm downvoting.

I think the rationale was that the downvote fairies are going to do that whether or not they have to click into the thread first, so why make it harder on the regular folks?
And, to be fair, I have actually voted from the Boards Feedback page before - sometimes when I'm mousing over and reading a short post with just the tooltip, sometimes on posts that I've read before but didn't vote on the first time around.
At the same time, though, I agree that it does feel a little... weird.
There are some places where you can view the content without going into the comments. For example - in announcements http://boards.na.leagueoflegends.com/en/c/riot-official or in Esports http://boards.na.leagueoflegends.com/en/c/esports you can click links that take you off of the boards.
Over time it's likely that we will do more of this (enabling people to link to youtube videos, streams, fansite articles, strategy guides, etc) which means there are cases where you WILL have viewed the content but won't have gone to the page that has the comments.
Because reddit. That's why. I like to play a game where I always vote the current poster to 0. Regardless of them being in the negative or positive. Fight the power.
