New Community Beta needs pinning, Vayne Plz

So the idea of a 'pinned post' is well-known, but in case anyone does not know, it's the premise of a certain approved post staying stuck to the front page of a sub-forum, or in this case a community. SO, for example, if I (or a rioter, or another random good samaritan) posted a helpful post that explained that "New Community Feedback" was a place to discuss the new forum's layout and presentation and NOT a place to complain about the current game/patch/champion/etc. a rioter could come along and 'pin' that post for however long they want. Possibly forever. A slight extension of this is to 'lock' a post, which not only pins the post but does not allow the OP or anyone else to further edit the post.

The reason I'm mentioning this Beta needs that is because it allows very helpful, creative, or otherwise awesome posts to be recognized and become properly useful. Especially PSA style posts that can improve a sub-community's overall quality and behavior. A good example of this would be something like the Champ Creation Guide posts that were and still are posted in the current (old) forums. These posts set guidelines and precendents for original champ creation and seriously helped the entire concepts community in general.

I'm sure this has been asked about before, and heck, I may have even asked for this myself a while back. But I think that this Beta can be very much improved by the addition of this feature and can also further the capability of Community members to help out each other.
