Requesting level controls on the boards

I would like to have a function on the boards that will restrict people from up voting or down voting or posting in certain threads if they dont meet a required level set by the poster of the thread.

say.. if i want to hear information or feed back from people at higher elo because i want to know how they got there.. not how bronze people got to bronze.. or troll posting accounts having people want to comment on forums with a account that they just play when they are smurfing or want to troll the forums.

it is a free game .. but for a slightly more control on the forums.. i am requesting an additional option

X - open X - 30+ X - ranked + X - Silver + X - gold + X - Plat +

i understand stopping at plat seems odd.. but it is really saying that a person only wants to hear from the top 10% of the player. and effecting comments to a higher degree of 10% of the community would keep the trolls away or atleast allow a person to receive feed back from a targeted group.

(i know its really 11% globally on the ranked perspective, but it could be alot less then 10% because some people dont even play ranked at all.)

the positive effects of this: -People would try harder to climb the tier ladder so they can comment on certain forums -More people would play rank -Starving children in that country we all hear about would have an additional meal
