Downvoting threads

Question on the boards; it appears downvoting only has an effect on the post in question and does nothing to diminish the users overall Lifetime Upvotes.

Case in point (user name omitted) has literally every single thread he posts on a daily basis downvoted sub -10, but continues to post the same inane drivel every day and boasts a 3.5k lifetime upvote rating?

Wouldn't it be reasonable that parameters be put in place that if users are spamming the same inane things; i.e. Vayne is Cancer as that user does every single day, would eventually receive some manner of discouragement? Or is the forum moderators rule on this that users should spam inane usesless threads regarding the same topic 5-10 times a day and that's the forum community we want?
