Skin & Champion Concepts board

Apparently fan item concepts are supposed to be in this board also according to mods. The board name needs to be adjusted to better reflect this inclusion.

Board should be "Skin, Champion & Item Concepts" or "Skin, Champion & Concepts". Either would work but the current phrasing leads to confusion.

The issue here is that existing champion discussion should go in Champions & Gameplay.

Someone, I think it was Daen, proposed "Community Concepts."

I like this because it encompases all kinds of creations. Flash back a year ago: say I had this great idea for team builder. Right now, I post that in champions & gameplay. That just seems weird to me.
