[SUGGESTION] reply without bumping
please put in a function where we can reply to a thread but not bump it

- Replies bump threads for people who are using the "recent" sorting.
- Upvotes and comments increase visibility in the "Hot" sorting.
- Nothing changes visibility in the "New" sorting; that's a strictly chronological view.
I don't think there's anything wrong with comments bumping a thread in one view, as long as I can opt out of being exposed to those bumps.
