Simple. There is 7 douchebags (and moderators doesn't allow me to reveal their names) who downvote other people without even reading what they post, but doesn't post anything themselves.

They are toxic and useless people who slowly, but surely makes these boards into unpleasant place to be.

So, i propose that people here should be allowed to upvote or downvote others only if they have posted anything in the last 3 days. If they haven't posted anything, then they shouldn't be allowed to rate other people.

I have no clue to whom you are referring, and I don't know where you're even getting that information from. I rarely even see anything with -7 outside of GD unless it's blatant spam or completely misguided regardless.

Lurkers are a huge part of any forum community, and forcing people to post consistently just to participate would likely fracture that subsection. I'm sure this would also get annoying for me as well, as I occasionally have a few days in a row where I don't post but I still like upvoting/reading through things.

No, there isn't a small group of people who downvote everything which have downvoted this thread. There are several people who have been on the boards long enough to see this thread posted over and over and over again. They know it doesn't have a leg to stand on and isn't worth discussing again, so they down vote and move along to a thread that's worth discussing.

You proposed solution has people making garbage posts once in a while, then downvoting every post for the next three days. You would honestly not see a decrease in downvotes if it was a group of trolls downvoting everything, but you would see a decrease in the number of upvotes from lurkers. Additionally, you'd see an increase in spam from lurkers who decide something is worth upvoting, since they'd then go and post "that's great!" or other useless, non-discussion posts in order to get their upvote.

Every suggestion to prevent people from downvoting without posting ultimately would create more problems than they'd solve.
