Why are my season 3 and 4 emblems not shown?

Is it because I'm from EUW?

They show on the euw boards. Why don't they show on other boards? I prefer using the NA boards because there is Riot activity here. (2 red posts in the last 4 days on EUW.) But I still like to have the emblems. IMO that's the biggest reward from getting certain tier.
