[Bug] Missing assets for Spells in Toolbar (Promote, Surge, etc.)

Something that's been bugging me (hehe)are the missing art assets for the outdated summoners in the toolbar. Personally I have no qualms with the spells themselves being there, but is there any specific reason their art is not in there? Granted I've seen a few creative things done with the blue box, but I have the feeling that wasn't intended.

This has been a problem for a quite a little while, so I apologize if I'm beating a dead horse here.
