[Bug] Isn't there supposed to be a level requirement to post here?

I thought there was a minimum of level 5 to post in CB, but I've seen a little "Free RP" spammer poking around as a level 2 account. Granted I could simply be mistaken, but I could have sworn there was a minimum of level 5......
