its because riot doesnt want people using GD
This is intended behavior as General Discussion is a legacy board that was ported over from the old forums.
You can create a thread in GD by actually going to GD and clicking "Create a Discussion".
There is a level 20 requirement to post there. You have to actually go to that section to create a thread that way Riot can level check you. GD has a history of people using Smurf accounts in the past to create trouble for another player without ramifications on their main account. Doing this just allows Riot to minimize the amount of misbehavior over in GD.
