Can there be some sort of board for certain hotfixes and champion disabling messages?

I always wondered why certain champion's were disabled when they are (right now it's Viktor and Rumble, from my X-pert knowledge of Viktor I can pretty safely say that it has something to do with Rumble's Ult and Viktor's E).

When you click on this little exclamation point on the top of the screen, it will tell you there's something wrong. You can then click on the text and it will take you to a website...showing the same text.

Can you make it link to a thread that explains the problem?

In the past, I always wondered, but wasn't too bothered by it because it usually didn't affect me. But now, I can't play my main champion and, while I do have a general idea of why I can't play him, what if there's another problem with another champion I play in the future? What if I don't know what's wrong? I'm going to get irritated if I simply can't play a champion with no explanation.

Basically, can you just add a summary of why you made a certain hotfix or disabled something for X amount of time in the boards somewhere?

I think the current system is fine, they should just put some more detail on the web page about why champs are disabled.

In this particular case, I'd guess it's something to do with the Vector targeting that is broken, since Rumble's ult and Vik's E are the only two abilities targeted like that.
