Vayne does in fact have a weak early game.
It just so happens that Riot has gutted all of the other ADC's early games, so by process of elimination, Vayne has the best of the bunch.

She does indeed. However, she is NOT vulnerable. She'll lose farm at best unless she makes an abysmal mistake. Look at Twitch for a vulnerable ADC early game.
Meanwhile Miss "chunk 1/4 of your health" Fortune.
Miss Fortune has some pretty potent lane bullying potential (Double off a killed minion onto the enemy and they WILL feel it.)
In pretty much every post I see people talking about a certain ADC that would counter Vayne. Draven is probably the best because he can pretty much 1v1 Vayne @ level 1 and every level in the game. As a Vayne main and ADC main I see that Vayne isn't op at all. People don't think outside of the box. They think that Vayne has to be totally dominated by another ADC in order to make it fair. But people don't consider that Vayne is a duelist ADC, all of her spells are made to attack ONE person. Not to mention a lot of people don't consider is the matchups. Botlane is a DUO lane. So people aren't thinking in terms of say Bard + Kog or Braum + Jinx, they're just thinking of the ADC. I know whenever there is an enemy Vayne and I'm put as support I'll use Annie a lot. The thing is with Annie is that she can burst down Vayne before Vayne can do anything. I've lost games as Vayne because the enemy teams Annie is able to take me out before I can do anything. But people in low elo's normally don't think in terms of how you can counter a champion with a different champion in a different role. Braum is VERY annoying to play against as Vayne. His shield cancels your stacks of silver bolts and blocks AA's, and since you have no ranged spells/aoe damage you have to get around Braum in order to attack the enemy ADC. But most of the time I find that you'll end up putting yourself in a bad situation when you do that. I find the best combo botlane's against Vayne are Ashe + Annie OR Braum + Jinx. Vayne is also an all in champion. Her only poke combo is AA,Q,E. And since her E has a really long CD you need to take advantage of that. I've noticed a lot of people will allow me to use that combo without punishing me for using my E so much.
There's not a single lane bully left that can reliably destroy Vayne in lane. And by reliably i mean where Vayne can't trade back.
Trist is still better than Vayne - you see her in the LCS - just farms and after few items kills everyone (while being super safe)

Go pantheon chogath bot, at lvl 3 she dies before she can tumble away
Pantheon stun chi nockup while pantheon spear aoe, cho silence when she lands, pantheon spear throws when she tumbles away, this will chunk vayne down to 20% or dead
Recommended start ad runes for pantheon with sword and pots, cho ap runes with melee sustain support item
She can't farm from the threat of death
Ward for incoming junglers and when a jungler isn't trying to camp u punish her, if he camps play safe and make them lose from your jungler coming in to counter gank
It's an adc shut down lane, then you put an adc mid or top, cho builds tanks ap, and you reck their bot while your jungler can focus on top and mid
Using a voice chat is recommended for chain CC coordination with pantheon stun and cho nockup
