I'm not too sure if Riot could do something like that, but hopefully whom ever makes the FEX app for this site could do something. I mean if he can make custom icons for us to use on the website I'm sure he could implement a notification pop up!

I did see a Google Chrome extension a while back. I'll be sure to follow up with you if I manage to find it again!
