I don't know what criteria Riot employees use to review posts, but I would bet that one of these are upvotes and number of comments. If a post is good, it will likely get a lot of attention. That's at least how I would do it.
I think it would be great if there was some way to directly submit a post to a Riot employee. There would definitely need to be some kind of limit to what can be submitted, and there would need to be an understanding that it could potentially take a very long time to get a response of any kind, if at all. This would be better for direct questions, and champion/item concepts. I've had a lot of those I've submitted that I would really like some professional feedback on, even if they were to ultimately tell me that my idea is total crap. I think a lot of people troll the forums just to shit all over people's ideas and downvote everything. And I still think that downvotes should not be allowed without a comment.

Wrong, a thread's quality isn't based on upvotes or downvotes, it's based on content and intent. Downvotes only show someone disagrees, which means it might be a topic being discussed that is not popular among the tiny minority who actually read it.

So as you suggest, a small number of downvotes compared to views is not helpful for identifying valuable content. However, upvotes are a different story. Heard of the hive mind? It's basically that people think alike when viewing similar content, maybe to look cool or feel like you're part of something. So if someone downvotes your thread once, there goes all positive discussion. It's REALLY hard to get that one vote back to make your thread a positive discussion again. One disagreement -if you're unlucky it's the first one.
The failure Riot did with the voting system was that they thought everyone viewing their forums would have a fresh, unbiased view on each thread. That is completely false. In more cases than not, people will find the popular opinion and latch onto it, creating pressure on any views that challenge that popular opinion.
The system that is in place on boards actually encourage this ganging-up behavior, even upvotes kind of, because upvotes further separate the popular opinions from the non-popular. I think upvotes in itself is a great idea, but when it is coupled with downvotes, it simply creates toxicity. People even go around downvoting other's threads without even reading half of the title, simply because they want their thread to be more visible.
Elite4Runner1 votesThat is not at all what a hive mind is. What you're talking about is simply called social bias. A hive mind is a collection of bodies working simultaneously toward the same goal, as if they are of one mind.
What you're saying is true though. This however actually goes to show more weight for upvotes. While there is some merit behind the fact that upvotes can inspire upvotes, it does typically happen as a result of someone genuinely having a positive outlook on the post. People do look for posts that have upvotes and will read the thread to see what is going on. So ultimately, upvotes are a usually good measure for at the very least readable content.
Now the flip to this is that some people will just post something to be funny, and get a laugh out of people, then they get an upvote, then more views, then more upvotes, ... and then maybe a Rioter will waste a moment of their time on it, and still maybe get a chuckle, .. meanwhile good content is being overlooked.
I continue to fall back to my stance that a downvote should not be allowed without a comment because then we will know when a downvote has any actual merit or if it is just a troll. I would rather someone not have the drive to put forth the effort to type even a short comment just to leave a troll downvote, or at least then if their comment is something like 'You're dumb,' or some other unsubstantial garbage I will know that their downvote has no real weight. However, if they have a legit reason to downvote, and feel it is worth their while to vote, maybe they will comment with enough information to actually give constructive feedback.
