Ability to up/downvote threads without reading them
Why is this a thing?
People are so obviously going to just look at the title of a thread and up/downvote based on that.

I guess you haven't considered that short posts like yours don't even need to be opened, they can be moused over and read in their entirety?
I hate it when people don't even comment when they leave a downvote. Some of my threads get three or more downvotes, and no one even says anything.
What Valkyrie Witch said.
The site devs know that it might happen. Because of this, they are watching to see if it is happening. Right now, this is NOT happening very much, so they've kept the feature around (see #1). They are still monitoring the situation, though, and if it becomes a problem they will switch the feature off.
I can mouse over the title and read the first sentence pretty easily. Between those, its pretty easy to decide if the thread deserves a down vote.

#In defense of downvotes (an essay)
I agree it's annoying, but at the same time,** sometimes I disagree with someone** / think their content isn't worth visibility, but I don't have time to leave an in-depth response. Don't down vote because you disagree, ever. Down vote bad or stupid content, respond (or don't) to content you disagree with. Save down votes for objectively bad content, because it flags the thread/post as not being worth reading. If you down vote simply because you disagree, you're squelching discussion.
Example "New soraka is UP and can't do anything" - Disagree. "New soraka is useless, her heal range is smaller than a teemo" - Blatantly untrue, down vote.
I'm downvoting every thread with a pic in the title.
What a terrible feature.
And reverse chronological order is not the same as chronological order. Having to read threads in reverse is ****ing confusing.
