Which section would be most appropriate for NPC creations?

Not all concepts we make are for Champions. Rafen from Shadows and Fortune was well-received, and I think we need more characters like him to flesh out the stories. I'm actually trying my hand at making NPCs (non-playable characters) and even having NPC Concepts become a trend, but I need to know where is the most appropriate place to post them to avoid automated topic deletion.

Concepts & Creations? Or Story, Art, & Sound?

Since these won't be playable characters, there's no gameplay involved around them, so the point could be made for them being in the Story section rather than Concepts section.
