Can you make the Guidelines a bit more clear?

I didn't know there were guidelines, (says in the rules whoopsie) but I assumed there were. But after poking around I couldn't really find any, when I gave up and scrolled down to look at different threads, here they were. You have to scroll down to see the guidelines? You should at the top on the right, mirroring the all of the different categories.

I say this because I got a post removed, which I put in it's correct place(?) about the new champion mastery system.

Should you add another category for stuff like that? It doesn't fit under gameplay and balance, because it's not about gameplay or balance, it's a rating system tracking your progress outside of games.

It says under the guidelines here, "Have questions, comments or ideas for improvements? Post them here. But please, don't post League gameplay feedback or bug reports."

So...improvements about the boards only? It doesn't specify that under the guidelines, only to post "questions, comments or ideas for improvements."

I agree, but I think that the root cause for your issue here is that the board layout is not sufficient for communication on a wide variety of topics. Judging by the precedent set by the Champion Mastery AMA, content about that system belongs in Gameplay and Balance. That's extremely non-intuitive, and it splits the community between posting that stuff in Gameplay & Balance or in Miscellaneous.
