Player Behavior Board

I wanted to chat with you guys briefly about the possibility of a Player Behavior board, as per the title. Is the Tribunal's out of service...ness, the main reason we don't have one? I feel like there's still a lot of value value in allowing a community to form around reform even without the Tribunal, especially when we consider the soon-to-be-released in-client reform cards.

Players can still share reform cards and build a more centralized community around trying to improve each other, and I feel like that sort of atmosphere is a lot better than constantly seeing punishment/LyteSmyte request threads popping up randomly in Miscellaneous and General Discussion.
