DDOS or Server?

I just got out of the match where right from the get go the ping was terrible, spiking to 5000ms and constant DC's

Normally when this happens I will promptly unplug and replug my wireless adapter in (Keep in mind I can download something, use skype, and play league with a solid 50ms) and this would resolve issues, this was not happening, in fact I flat out disconnected at nearly every possible point in the game.

I would then think, Alright this is just me, but no, everyone else on my team was disconnecting and lagging all game, in fact we surrendered because our Lucian was flat out gone and well obviously the enemy team was no the least bit shy about pushing the advantage they had despite knowing our situation.

So then it came to my attention, that no one on the enemy team was experiencing any problems of any kind, and I found it unlikely that everyone on my team connected to the same server as them happened to be the ones having issues, so this makes me think someone on the enemy team is pushing some drophacking/ddos bullshit onto us. I wouldn't know who, because I can't just report 5 people for cheating, nor do I know 100% it was hacking, I would say it was the Velkoz because ending the game with "GG Lol" and then calling us %%%gots in the end game is putting some target on his head.

Is there a way a red could explain how this could only affect everyone on my team, and not them? Or I don't know, I just don't like the way this game played out, we were very clearly the better team comp and players, and should have won that with ease.
