Just need some clarification: There is no penalty for trolling in champion select right?
As far I know unless you dodge or just try to play it out, you're completely at that person's mercy ?

I mean I suppose you could take a screenshot if they are threatening to troll, dodge and submit a ticket to Riot. Otherwise you would need to play the game to report them.
If you do report them after the game, make sure to add a note saying something along the lines of "check the champ select chat". They might overlook that otherwise.
NO, there is not, as Riot does not give us chance to report for champion selection, and champion selection logs are not used for artificial stupidity system automatic punishment. Only way you could get punished for it, is when Riot does investigate it.
Nope, you can't really do anything. Riot doesn't give a fuck if you do screenshots of chats and send to them since they won't do anything.
It is not possible to "troll champ select" considering off meta picks are permissible. It is possible to have negative communication (I.e. Threatening to troll), but unless it is egregious it probably won't be punished just like one "I'm going to troll" in game won't be punished.
It is impossible to punish behavior which has yet to occur. Neither you nor Riot has a crystal ball.
What? No, of course you can't just troll people in champ select. It is reportable and punishable.
