Mundo adc ???????? that should be tolerated in ranked right ? cmon riot we have people trolling and ruining the game for others its just as tilting as verbal abuse or intentionally feeding why has this not been addressed ???

No one says you have to pick a marksman bot lane, marksman botlane w/support is just the META defined by the pros in Season1. Infact, Ziggs bot lane is rather popular in high ELO right now. Even pros are playing him there.
It's really sad that "banned/restricted from rank" isn't a thing.
It would be the single best way to regulate player behavior. You either come to play and aren't an asshole or you can't play ranked. I truly haven't a fucking clue why people who have ACTIVE chat restrictions are allowed to play ranked. It's a detriment to their team and their behavior has already proven to be toxic to ranked.
Just had a duo botlane decide to play Morgana ADC - Lux Support.... Basicaly making me stuck for 20+ minutes. Can't even dodge that sh*t withtout getting penalized for it, but no consequences for the trolls...

There are punishments Simply report them- wait the time. file a ticket to riot. You want everything to be given to you on a plate, you want your opinion to matter more than anothers. If you want your reports to matter stop reporting literally everyone in the game.
If they're trolling accept it, report them at the end. Reports matter. Don't be toxic its not that hard to be a decent person No we do not need another system to abuse reports to cause a backlog of reports again. Ever wonder why punishment isn't instant? You're required to be a "toxic" player for more than 1 game, so even adding this "report feature" will do what reset the lobby, until everyone does what you want...... Great, so 1 guy thinks it won't work. Lets report the problem... You're the problem, You're a sheep, Wake Up
This sort of thing is really hard to enforce, since breaking the meta does happen. Recently, Ziggs in the botlane carry position and Miss Fortune as support have become popular, while several months ago both would easily be considered "troll picks".
