the problem with the report system

we can all admit toxicity is a problem. but a bigger problem is the fact that the report system is used as a weapon against people who you dont like. and people are probably validly reportable in every game. the question is just how often theyre actually reported. a troll who spams insults and feeds but plays 6 bot games normally. with 4 friends after every normal or ranked game will get punished a lot slower than a guy who just types a little too much but plays normals or ranked exclusively and not always with a premade. and lets be honest most of the people who will report you. do so because they have ulterior motives other than protecting themselves and/or others from your toxicity. more than likely theyre either butthurt the team lost and you were technically toxic and they know the report will stick. and they arent even offended. or theyre a flamebaiter who just tries to get people banned

If they are punished then they earned it (rare cases of false positives aside). Whether you reported them simply because you didn't like them is irrelevant. They were either negative or they weren't.

You're right that some people will get away with their behavior (longer or entirely) because they play a lot of games with premades, but what do you propose to solve this? Riot's stance is that it's better to let some toxic players slide than to punish players that don't deserve it, so you can't be too strict.
