Enemies should not be able to escape with 1 percent or less health

for a good reason. Having that happen makes a player frustrated and might put them on tilt. It also adds too much luck in the game which is why champions who hit 1 percent health should be automatically executed.

Every bit of health has value. That one 8hp seal you wish you had? It has a purpose. Also, health is not the only factor. Armor and magic resistance and champion damage reduction abilities are another. There's no luck except in critical strikes. All damage is based off hp, armor, magic resist, your items, their items and what abilities you actually land vs what you miss. And the more hp you buy, the higher the 1% execute would be. Nope. No way.

If you don't do the damage, you don't get the kill. You don't deserve an execute just because "It makes me feel bad when people get away with 1% health."
