When will AFKs in ranked be taken seriously?

The more I play this game the more I realize that the ranked system is doomed to fail. Losing a legit game is one thing, but 3 out of my past 4 losses have been 4v5s. I quit playing this game back in July and hadn't touched it until a month ago. A friend of mine wanted to try to rank up so I came back to duo with him. The reason I quit this game the last time is because every loss was either a 4v5, or someone getting stuck in a roll they don't know, and snowballing the other team. And it appears that I am on the fast track to quitting again.

Every loss that you sustain due to a 4v5 you have to win twice to make up for that loss. It is infuriating. Even if people get banned for being afk, its too late. The damage is done.

There has to be a system in place to compensate for teams that go 4v5. Maybe the 4 people take 50% LP loss, where as the afk takes everyone else's reduced LP on top of the LP loss they sustain?

Also - team builder ranked... why is this not a thing?

We are actually getting Ranked Team Builder Draft for next season.

I believe I also heard they are considering options for cancelling the match if someone never connects. As for AFK's in the middle of a match, I don't know if they have plans for that; however, since Leaver Buster was introduced they have seen a large drop in people leaving their games. It's not as if Riot isn't doing anything. You simply remember the negative experiences far more than games where it didn't happen (negativity bias).
