examples of passive aggressive gameplay

deliberatly doing the opposite of anything pinged or said in chat
"stfu ur bad, im ignoring you"
watching people die"
junglers deliberatly starving one lane of ganks because "you're crying"

every game i run into, im running into at least 2/3 players on my team with this attitude, and it makes it almost impossible to climb

Not everything you ping is a good idea.
That is a valid one.
If you're dead no matter what i do...i'm not gonna try and risk getting myself killed too.
Usually if a jungler is not coming to your lane means you're loosing your lane. If he spends time babysitting you, he will miss a chance to snowball a winning lane. Sometimes you just have to deal with a fact that you lost the lane and hope the other guys will make up for it in theirs. Loosing a lane =/= loosing the game.

im referring more of when people know it's a good idea, but are ignoring you to spite you, rather then because it's a bad idea

as for watching people die, im referring to the full health garen who stands behind you spamming /l instead of attacking the enemy champ who is killing you, or the soraka who refuses to ult when you're almost back under your turret

That's not passive agressive playing...That's outright trolling and/or griefing...there is a report option for that.
