Why do toxic people even still have accounts?

Almost every single game someone is toxic, and 1 out of every 10 games you get someone who tells people to die in real life, and those few games you get people who give actual death threats. Why do they still exist? I would think riot would have banned them by now. How do they even get to level 30? Does the ban system not work? I am legit confused on how this game is so filled with toxic players.

The thing about toxicity is, even normal, typically non-raging players experience it at one point or another. Most people have had one or two games where they get so incredibly frustrated they feel the need to lash out, or even start being toxic because of someone else being toxic. It's called toxicity because it spreads like poison.

However, most people that get warnings for being toxic reform after the first punishment. They usually never need another reminder to not be a total ass. Everyone deserves a second chance, as toxicity can take over anyone. As long as you are showing willingness to reform, I don't see the need to take away someone's account for one toxic game.

it takes months of toxicity to get banned. afterwards it takes about 3 mins to buy a new account

people become toxic because the game itself is made to fuck you. its no wonder toxicity is rising every year even on high elo champion balance is a mess and nobody cares items are toxic nobody cares people intentionalFeed or troll nobody cares ofc people are gonna become toxic after putting up with all of this. + the game is catering(if that's word lol my english suck) to a lot of kids so gold and below is filled with little kids who think they are tough by telling people to die irl cause they been bullied since birth lmao. Try going to an internet cafe 50% of the people who play league there will be below 15

Ban system, while not perfect, is functioning. The issue is riot is too lenient with their punishments and by the time these said players are banned, devastating damage has already been dealt. What makes it worse is that there is no way to prevent these players from making new accounts to rejoin the community, hence you're going to run into them over and over.

Riot just doesn't care. I can think of a great system to prevent toxic people. But even if I post it, they won't give a fuck. They focus on releasing new champions and new skins.

You swear 3 times in a game you get muted from the chat. You swear 5 times in a game you get stunned at base for 5-10 minutes. You swear 10 times in a game you get kicked and replaced by a bot. You get kicked from 3 games in a week and you get a lower priority queue. You get kicked from 5 games in a week and you get a 14-day ban. You get kicked from 10 games in a month and you get a perma-ban.

Yes this is tough. But this will force players not to flame.
