double punishment tiers in games below level 30 and punishment decay doesn't happen until you reach level 30 and in games below 30 EVERY report triggers a review by the IFS, and report weight isnt taken into account

Are you trying to keep new players away or smurfs? I can't tell.
Well that sounds like a good solution to the Smurf problem, note that it also means new players are subject to more stringent penalties then long time players. I'm not sure that's a good precedent to set.
How does Riot know you're smurfing? If they do, what is the point then? The'll just put you right back to where you are in terms of level. Are you directing your point at new players?
