let's face it. /remake is punishing people with connection issues more than legitimate ragequitters / afks. and is unfairly harsh for what's essentially a game that never happened.
MY SOLUTION.
treat it the same as a dodge penalty. rather than taking a full loss, and change the reconnect 
hold to 5 minutes instead of 3
The /remake was never intended for ragequits or afkers. It is intended to let you restart games that started with one team at a disadvantage. It is a full loss because if it weren't then you could abuse it.
Don't take this the wrong way, But "Connection issues" is just an excuse.
There is no way for RIOT or any one here to know why you "disconnected" in the first place.
So honestly, why are you having connection issue? Bad internet? shared internet? Bad router or modem? Fix those first
League is an online multiplayer game, pretty sure it's common sense to have a decent connection before starting any game or match.
There are sites online you can go to check your ping/connection strength. Not ideal? don't play. simple.
Want to play even though your likely to DC? Play custom or coop vs ai, where it doesn;t matter if you leave or quit. and if DC while in coop, at least the AI will have on champ afk to compensate.
So again, why are you disconnecting? and please don't blame RIOT or the League client, a lot more people are connecting to the game just fine.
something needs to be modified about the /remake system in terms of detecting a person possibly connecting to a game. it just happened to me when the client bug splatted and i ended up having to restart my PC as a result. i was able to get back on and just as soon as i reconnected to the game the /remake went into affect and i actually got to watch it scroll to the nexus and say defeat and i was actually in game when it happened. (apx 3:30 into game) but at the end of it i was counted as being the AFK / Left game status and i auto lost one game in my promo series.
remake is literally the only good feature rito added for the recent years (not even the role queue counts, i would prefer the old queue where i could main mid ("pref mid") and sometimes play support/top/jungle instead of queueing mid/top as a some 12 y.o. because mid/support means support 90% of time)
