Honestly, reporting through the ticket system unlikely means that it is up to the person that randomly gets assigned the ticket completely controls, by themselves, if a person gets banned or not.
I've reported at least 20 people this season that were either boosted or purchased their accounts. I gave exact dates of when the booster was on the account in some instances. Some of the purchased accounts I discovered through streams where someone with a silver main had purchased a diamond account in order to get my viewers and openly admitted it. It was very obvious that the account was purchased; had summoner's switched, didn't play the main champ ever, didn't use actives on the same key, or ever, etc. This person I reported last year for being boosted into diamond and they were caught and given a 2 week ban, abbout 6 months ago I reported them again for scripting and their account got banned. Now thiss person is back and able to have a diamond account when they are silver in skill. Out of those 20 people I reported I'd say less than half actually received any type of punishment. Riot really needs to dedicate a department for "Ranked Integrity" or something.
