Is "Re-roll into random Champion Permanent" guaranteed to be something I don't already have?

I own every champion. I have no need to Blue Essence. The only need I have of Champion Shards is if re-rolling them is guaranteed to get me a champion I do not own - in which case, I can just save up three shards for the new champion.

Otherwise - why am I getting Champion Shards? I had gotten lucky up to now and only gotten cosmetic shards - and I assumed it was intentional.

P.S. Champion Mastery is a player behavior system, isn't it? Promoting playing with friends, etc.

Yes Anytime you reroll something it is Garen -teed to be something you do not currently own

Yes-ish. If you have all champions and are stupid enough to go "Hmm, I wonder what will happen" and reroll them, it's really just a random champion permanent that then lingers in your crafting inventory to always remind you of your own stupidity.

That happened to... um... a friend of mine.

Just wait until a new champion comes out, then reroll. You'll get the new champion.

You can use blue essence for champion mastery tokens.

I rolled and the only champion I do not own is Camille. After rerolling I got Lushen which I already own so it does not look like you are guaranteed a champion you do not own. I think this is broken and needs to be fixed unless this is a glitch I experiences since this is the 1st time that this has happened.

I know that everytime I've rerolled a champ shard ive gotten something i didnt own, save for the one time I rerolled shards when i owned them all.

So I roll for random... I get Eve, most of the champions I don't own are 6300... yet I get Eve... is this random or does it give you the cheapest one you don't own? I feel cheated :/

It will be something you don't own, and RIOT is going to make something for people with all the champs to use blue essence and champ shards on. There was talk on the PBE boards about using them to unlock Champ Mastery Levels 6 +

It only works for champions I believe.

When I re-roll to skin permanent. I sometimes get skins for champions I don't even own.
